Construction of an evaluation index system for public health emergency response capacity of primary health care facilities

Abstract:

Objective

To construct an evaluation index system for the public health emergency response capacity of primary health care facility under the background of the COVID-19 pandemic.

Methods

Published literature reviews and expert interview were used to preliminarily develop selected indicators. Two rounds of Delphi surveys were conducted with the purpose of collecting opinions from ten independent experts. The analytic hierarchy process was used to calculate the weights of the indexes.

Results

Through two rounds of questionnaire consulting from experts, the expert positive coefficient was 100%, the coefficient of expert authority was 0.877, and the coordination coefficient of expert were 0.345 and 0.682, respectively (P<0.05). Finally, an evaluation index system for public health emergency response capacity of primary health care facilities was constructed with 6 first-level indicators, 15 second-level indicators, and 47 third-level indicators. The weight coefficients of first-level indicators were 0.1909, 0.1167, 0.1558, 0.2323, 0.1870, and 0.1173, respectively.

Conclusion

An evaluation index system for the public health emergency response capacity of primary health care facilities with high scientificity, rationale, and timeliness have been successfully developed.
