Informatization construction of public health in primary medical institutions in Jiangsu Province

Abstract:

Objective

To explore the informatization construction of public health in primary medical institutions and to provide countermeasures.

Methods

From July to August 2021, an electronic questionnaire survey was conducted in 246 primary medical and health institutions in Jiangsu Province. The status and the existing problems of basic public health service informatization including residents' health records, key population health management, and traditional Chinese medicine health management were ananlyzed.

Results

The informatization construction in electronic health records (EHR) of the residents, chronic disease management and key population health management in the surveyed institutions were relatively good, but the EHR sharing rate and the utilization rate were relatively low. Out of all the surveyed institutions, 32.5% (80/246) opened the EHR information inquiry service out of the hospital, 47.2% (116/246) integrated the EHR into the hospital information system, and 52.4% (129/246) integrated the electronic medical records into the health record system. The informatization level of chronic disease and key population health management in the surveyed institutions was slightly higher than the the national level, but the information sharing rate was poor, and the rate of integrating with provincial (national) platforms was only 50.0%-67.9%. Approximately 53.3% (131/246) of the surveyed institutions constructed the informatization of traditional Chinese medicine health management, and 44.3% (109/246) were very satisfied with the public health informatization.

Conclusion

The overall development of the informatization of public health services in primary medical institutions is good, but there are still shortcomings and deficiencies. The top-level design strategy should be improved, the informatization process of grassroots Chinese medicine and other projects should be promoted, and the integration and sharing of medical and preventive data should be promoted, so as to improve the informatization construction in an all-round way, which is important for building a happy and healthy China.
